More women in office matters — but seats without budget control, party power, or freedom from dynastic proxies change little.
Patriarchy adapts. It can absorb women leaders who reproduce the same hierarchies — caste dominance, majoritarian politics, anti-poor policy — and then claim feminism won.
What Substantive Representation Looks Like
- Women who can vote against party lines on gender violence without exile - Budgets for shelters, childcare, and healthcare — not just photo ops - Leadership pipelines for women outside elite families - Protection for women politicians facing gendered abuse online and offline
Counting heads is step one. Counting power is the real audit.
